The same size is not the same rule
France and the United Kingdom both use 35 × 45 mm photos, but France requires a head of 32 to 36 mm, hair excluded, and the United Kingdom 29 to 34 mm. A photo that is right for one can be refused by the other — which is why each format here has its own guides, taken from the official requirements.
Ready to print
The photo is saved at 600 dots per inch, with the resolution written into the file so that a print service sizes it correctly. The print sheet places as many copies as fit on a standard 10 × 15 cm print, with cut lines.
Before you submit
Size is only part of the rules: background colour, neutral expression, no glasses or shadows, and how recent the photo is all count. Check the official page for your document.
